Shepherd's Pie has its roots in the United Kingdom and Ireland. It was a way to use up cooked meat leftovers — mostly lamb or mutton — minced and topped with mashed potatoes.
The first mention dates back to the late 18th century, coinciding with the arrival of the potato in Europe, which replaced bread as the topping. When made with beef, the dish is called Cottage Pie.
Over time, it became a symbol of humble, comforting farm cooking, spread around the world and gained regional versions.

Prepare the mash: boil the potatoes in salted water until tender (~15 min). Drain and mash with the butter, milk, salt and pepper. Set aside.

Make the filling: sauté the onion and carrots in a large pan until soft. Add the garlic and ground meat and cook until browned.

Stir in the tomato paste and Worcestershire sauce. Add the stock and simmer until the sauce thickens. Fold in the peas and adjust the seasoning.

Assemble: spread the meat in a baking dish and top with the mashed potatoes, scoring the surface with a fork for a golden finish.

Bake at 200°C / 400°F for 20–25 minutes, until the top is golden.
